- Undergraduate domestic student
- Has not attended MSU in over two (2) years
- Was previously enrolled at MSU, but did not earn a bachelor’s degree
- Has a past due balance at MSU between $250 and $1500
- Has a minimum 2.0 cumulative grade point average
- Has met Satisfactory Academic Progress requirements within the Financial Aid Office
