Midwestern State University partners with the Red River Promise to provide support and scholarship for students from Cooke, Montague and Young counties in Texas. The Red River Promise, in partnership with our communities, will build a stronger college-going culture, produce students ready to achieve their educational goals and provide a well-educated and trained workforce.

The Red River Promise is a last-dollar scholarship program at Midwestern State University that covers tuition and fees (cost of classes) at MSU Texas. The scholarship is funded by the Mustangs Guarantee, and follows the same guidelines as the Mustangs Guarantee program and is awarded to students who graduate from a participating Red River Promise high school, who are Pell eligible and have an annual adjusted gross income of $65,000 or less.

How the Red River Promise Works @ MSU Texas

As a last-dollar scholarship program, the Red River Promise @ MSU will cover the cost of tuition and fees for Mustangs Guarantee eligible students minus any grant-based or scholarship-based aid earned by the student. In other words, after a student’s grant-based aid and scholarships have been applied towards what they owe for tuition and fees, MSU Texas will cover any remaining balance of tuition and fees so the entire tuition and fee bill is covered. The program does NOT cover housing and dining costs.  

Red River Promise @ MSU Texas Eligibility Requirements

Freshmen

  • Meet Red River Promise eligibility requirements and deadlines.
  • Graduation from a participating Red River Promise high school.
  • Classified as a Texas resident for tuition purposes.
  • Accepted to the university for the fall term on/before March 1 or for the spring term on/before November 1.
  • Submitted the Free Application for Federal Student Aid (FAFSA) no later than March 1 (fall term)* or November 1 (spring term), which includes submission of all required documents if chosen for verification.
  • Have a combined family adjusted gross income of $65,000 or less as reported on the FAFSA.
  • Be eligible for the Federal Pell Grant program as determined by the FAFSA.

*Students are strongly encouraged to submit their FAFSA as soon as possible for maximum aid consideration. January 15 (fall term); October 1 (spring term).

Transfer Students

  • Meet Red River Promise eligibility requirements and deadlines.
  • Graduated from a participating Red River Promise high school.
  • Maintained Red River Promise eligibility requirements at North Central Texas Community College.
  • Transfer to MSU Texas with a minimum 2.0 GPA.
  • Classified as a Texas resident for tuition purposes.
  • Accepted to the university for the fall term on/before March 1 or for the spring term on/before November 1.
  • Submitted the Free Application for Federal Student Aid (FAFSA) no later than March 1 (fall term)* or November 1 (spring term), which includes submission of all required documents if chosen for verification.
  • Have a combined family adjusted gross income of $65,000 or less as reported on the FAFSA
  • Be eligible for the Federal Pell Grant program as determined by the FAFSA.
